What is the average cost of double glazing?

I live in a big house and the windows are slightly larger in the main rooms average. I have 15 windows and 2 doors that need to be replaced. Now here's where it gets interesting, I just had a quote from Everest, which started £ 43,500 £ 23,000 then, with all discounts then to 21,000 then £ 19,000 … This works out at an average of 1,500 pounds per door (both glass panels above) and an average of £ 1,066 per window. Ideally I would like PVC sheet with Georgia six bars and the other 9 windows within which 4 frosted glass .. Or just swing all 15. If Everest trying to pull a fast one? Some comments on the average cost of a decent window would be great .. Thanks!
